THE CHARTER TOWNSHIP OF CHESTERFIELD

PLANNING COMMISSION

JUNE 15, 2010

A Regular meeting of the Charter Township of Chesterfield Planning Commission was held on Tuesday, June 15, 2010 at 7:00 p.m. at the Township Hall Located at 47275 Sugarbush, Chesterfield, MI 48047.

Motion by Mr. Priest, supported by Ms. Ficht to approve the agenda as presented.

A. BLACK, BLACK & BLACK PROPOSED LAW OFFICE – SITE PLAN #2010-03: Mrozak Architecture for David Black, 4082 John R. Road, Troy, MI 48085. Proposed Law Offices located at 34021 23 Mile Road.

Mr. Saelens indicated that there were some discussions with Mr. Meagher and we would like to table this site plan for up to 6 meetings so they can address the issues of Community Planning & Management, P.C.

Motion by Mr. Saelens, supported by Mr. Miller to table Site Plan #2010-03 for up to 6 meetings, with the deadline being September 14, 2010.

Randy Kohn, owner of the office east of this site, voiced his concerns with regard to this site plan.

Mr. Priest explained that this item is being tabled because of the reviews by the planning consultant and engineer and there are several items that have to be addressed. Hopefully they will eliminate some of Mr. Kohn’s concerns.

B. BAYSIDE MALL PROPOSED NEW PYLON SIGN – SGN #2009-29: Sign Fabricators, 43984 Groesbeck, Clinton Twp., MI 48036. Proposed new pylon sign for the Bayside Mall Complex located at 33195 23 Mile Road. Tabled 2-9-2010.

Mr. Saelens indicated that they have requested that this be tabled for three meetings so that they can do additional work on the configuration of the sign.

Motion by Mr. Saelens, supported by Mr. Kohler to table SGN #2009-29 for up to three meetings.

All Ayes Motion Carried

C. BLACK, BLACK & BLACK LAW OFFICES PROPOSED NEW GROUND SIGN – SGN #2009-46: David Black 34021 23 Mile Road, Chesterfield, MI 48047. Proposed new ground sign located at the above address. Tabled 2-9-2010.

Motion by Mr. Saelens, supported by Ms. Ficht to table SGN #2009-46 and SGN #2010-07 for up to 6 meetings, with the deadline being September 14, 2010 so that the applicant can meet with the planner and iron out a number of issues.

D. BLACK, BLACK & BLACK LAW OFFICES PROPOSED NEW WALL SIGN - SGN #2010-07: David Black 34021 23 Mile Road, Chesterfield, MI 48047. Proposed new wall sign located at the address above. Tabled 2-23-2010.

E. BROOKSIDE FELLOWSHIP CHURCH PROPOSED NEW WALL SIGN – SGN #2010-21: Reliable Sign Service, 49660 Leona Dr., Chesterfield, MI 48051. Proposed new wall sign located at 49532 Gratiot between 22 & 23 mile road on the east side of Gratiot.

Motion by Mr. Saelens, supported by Mr. Stabile to approve SGN #2010-21.

F. POOLS & SPAS BY LIQUID ELEMENTS PROPOSED NEW WALL SIGN – SGN #2010-22: MLS Signs, Inc., 25733 D’Hondt Ct., Chesterfield, MI 48051. Proposed new wall sign located at 51921 Gratiot.

Motion by Mr. Saelens, supported by Mr. Miller to approve SGN #2010-22 with a contingency that the swimming pool that they roll out on a daily basis is an additional sign and cannot continue.

G. VITALE-CROSBY & ASSOCIATES, P.C. PROPOSED NEW WALL SIGN – SGN #2010-23: Signs by Crannie 4160 Commerce Drive, Flushing, MI 48433. Proposed new wall sign located at 51145 Nicolette Drive.

Motion by Mr. Saelens, supported by Ms. Frame to approve SGN #2010-23.

H. VITALE-CROSBY & ASSOCIATES, P.C. PROPOSED NEW GROUND SIGN – SGN #2010-24: Signs by Crannie, 4160 Commerce Dr., Flushing, MI 48433. Proposed new monument sign located on the north side of 23 mile road, just west of Nicolette Drive.

Mr. Saelens stated that we want to postpone this as they still have existing site work that needs to be completed.

Motion by Mr. Saelens, supported by Mr. Deeby to table SGN #2010-24 for up to 6 meetings, with the deadline being September 14, 2010.

I. MOTOR CITY TAN PROPOSED NEW WALL SIGN – SGN #2010-25: Sign Fabricators, Inc., 43984 Groesbeck, Clinton Twp., MI 48036. Proposed new wall sign located at 46690 Gratiot.

Motion by Mr. Saelens, supported by Ms. Ficht to approve SGN #2010-25.

All Ayes Motion Carried

J. LAKEVIEW SHOPPING CENTER PROPOSED NEW PYLON SIGN – SGN #2010-26: BML Signs, Inc. 28414 Harper, St. Clair Shores, MI 48081. Proposed new pylon sign located at 51052 thru 51136, on the north east corner of 23 mile road & D.W. Seaton.

Motion by Mr. Saelens, supported by Mr. Miller to table SGN #2010-26 for up to 6 meetings, with the deadline being September 14, 2010 while they decide if they want to continue with this or redo the sign since five years from now it will be required that this non-conforming sign has to be brought into compliance.

Mr. Stabile asked if the applicant has submitted anything else.

Mr. Saelens explained that in discussion with the applicant there is a question as to this being simply a reface or a new sign. The representative from the sign company indicated that he would have to speak with the owner to see if they want to reconfigure this request since five years from now our ordinance will require that all signs become compliant whether they were grandfathered in the past or not.

Mr. Meagher indicated that the representative indicated that this seemed more than a resurface.

Mr. Saelens commented that this sign had burned, and not only does it need refacing of the panels, but also there are boxes and transformers that need to be replaced. It is a major job.

K. PANERA BREAD PROPOSED NEW WALL SIGN – SGN #2010-27: Intercity Neon Sign, P.O. Box 3762, Centerline, MI 48015. Proposed new wall sign located at the above address.

Motion by Mr. Saelens, supported by Ms. Frame to approve SGN #2010-27.

All Ayes Motion Carried

L. LOUIE’S PIZZA PROPOSED NEW WALL SIGN – SGN #2010-28: M.D. Lighting, 3626 Harrison Ave., Rochester Hills, MI 48307. Proposed new wall sign located at 31091 23 Mile Road in the Fields Plaza.

Motion by Mr. Saelens, supported by Ms. Ficht to approve SGN #2010-28.

All Ayes Motion Carried

M. GENISYS CREDIT UNION PROPOSED NEW WALL SIGN – SGN #2010-29: Creative Signs & Designs, Inc. 146 Cesar Chavez Avenue Pontiac, MI 48342. Proposed new wall sign located at 49688 Gratiot in the Clear Creek Plaza.

Motion by Mr. Saelens, supported by Mr. Miller to approve SGN #2010-29.

Mr. Deeby asked if the frontage calculation has been done.

Mr. Meagher stated that he had gone to the site and had seen that they tore a wall out. He called them and asked why they are only showing 22 feet of frontage when it appears that they have over half of the building as their space. The applicant indicated that they had made a mistake. The sign person corrected that and got it over to him.

Mr. Deeby asked if that is satisfactory.

Mr. Meagher indicated that it is.

7. APPROVAL OF MINUTES OF PRIOR MEETINGS:

Motion by Mr. Priest, supported by Ms. Frame to approve the minutes from the April 27, 2010 meeting as sent.

A. SITE PLAN #2004-46, WOODSIDE VILLAGE CONDOMINIUMS: South side of 24 Mile Road, East of Baker Road. Requesting a one year extension of their previously approved site plan.

Motion by Ms. Frame, supported by Ms. Ficht to approve a one year extension for Site Plan #2004-46 Woodside Village Condominiums.

All Ayes Motion Carried

11. PLANNERS REPORT:

AMENDMENT TO ZONING ORDINANCE

Mr. Meagher stated that this amendment would allow for four car garages if the property had at least a half acre. He asked that everyone look over the change and we will discuss it at the next meeting.

Mr. Meagher stated that an issue has arisen with regard to driveways in residential areas. We have seen two driveways serving the same house, which already has a driveway with a garage serving the house. They have paved the entire side yard and have now put a second driveway on the other side, which they would like to pave in order to place an RV on that side. He has been asked to clarify the intent of the ordinance. He will come prepared for the next meeting with a quick write up on that.

There was brief discussion with regard to lot sizes and the amount of concrete, along with RV parking on the side of a house.

Mr. Priest asked for volunteers for the next pre-planning meeting.

Mr. Kohler and Mr. Saelens agreed to attend.
