Planning Commission Minutes - August 25, 2009

THE CHARTER TOWNSHIP OF CHESTERFIELD

PLANNING COMMISSION

AUGUST 25, 2009

A Regular meeting of the Charter Township of Chesterfield Planning Commission was held on Tuesday, August 25, 2009 at 7:00 p.m. at the Township Hall Located at 47275 Sugarbush, Chesterfield, MI 48047.

1. CALL TO ORDER:

Chairman Priest called the meeting to order at 7:02 p.m.

2. ROLL CALL:

3. APPROVAL OF THE AGENDA:

Motion by Mr. Priest, supported by Mr. Deeby to approve the agenda as presented.

All Ayes Motion Carried

4. SUBCOMMITTEE REPORT: (Committee will report items under Reviews)

5. PUBLIC HEARING:

A.    Public Hearing on Ordinance Amendments

Motion by Ms. Frame, supported by Ms. Printz to open the Public Hearing on Ordinance Amendments at 7:07 p.m.

All Ayes Motion Carried

Mr. Meagher presented a brief overview summary of the intent of the changes to Section 76-72 Fences In Other Than One-Family Zoning Districts, Section 76-80 Outdoor Storage, Sales And/Or Display Lots, Section 76-135 Porches/Terraces, At-Grade Patios, Steps/Stairs And Decks and Section 76-139 Wind Energy Conversion Systems (Windmills).

Gary Gendernalik and Hub Hemmen spoke from the public to express concerns and provide information.

There was discussion regarding the various amendments and with the input from the public there were new modifications agreed upon by the commissioners.

Mr. Meagher suggested that he take a look at what some of the other communities are doing right now with regard to Wind Energy Conversion Systems and check the recommendations from the MTA, and bring this back to the next planning meeting with some additional changes.

Motion by Ms. Frame, supported by Mr. Saelens to table the Public Hearing on Ordinance Amendments to the next meeting on September 15, 2009 with the Public Hearing held open.

All Ayes Motion Carried

6. REVIEWS:

A.    GOLD RUSH JEWELRY BROKERS PROPOSED NEW WALL SIGN – SGN #2009-07:

Galaxy Sign & Hoisting, 126 Nevada, Rochester Hills, MI 48309. Proposed new wall sign located at 49688 Gratiot in the Clear Creek Plaza. Tabled 5-26-09.    

Ms. Frame stated that there has been no new information submitted by the applicant.

Motion by Ms. Frame, supported by Mr. Stabile to table SGN #2009-07.

All Ayes Motion Carried

B.    G&T AUTO PROPOSED NEW GROUND SIGN (REVISED)– SGN #2009-21: John Kapousis,  48475 Gratiot, Chesterfield, MI., 48051 – Proposed new ground sign located at 54525 Gratiot.   Tabled 8-11-09.

Motion by Ms. Frame, supported by Mr. Kohler to approve SGN #2009-21 with a variance because of the setback, the frontage and the retail commercial aspect of the business.

Mr. Deeby asked for clarification on the reduction of the footage.

Ms. Frame explained that the sign was now reduced to 50 feet.

C.    MEC PROPOSED NEW GROUND SIGN - #2009-22 SGN: Phillips Sign, 40920 Executive Dr, Harrison Twp., MI., 48045 – Proposed new ground sign located at 48300 Structural Drive.

Motion by Ms. Frame, supported by Mr. Deeby to approve #2009-22 SGN.

All Ayes Motion Carried

D.    KINGS CREATIONS PROPOSED NEW WALL SIGN - #2009-23 SGN: McKenzie Electric, 9222  Marine City Hwy, Casco, MI. 48064 – Proposed new wall sign located at 50780 Gratiot.

Motion by Ms. Frame, supported by Mr. Miller to approve #2009-23 SGN.

All Ayes Motion Carried

7. APPROVAL OF MINUTES OF PRIOR MEETINGS:

Motion by Mr. Priest, supported by Ms. Frame to approve the minutes from the August 11, 2009 meeting as sent.

All Ayes Motion Carried
