Proposed MINUTES OF THE REGULAR BOARD MEETING

OF

THE CHARTER TOWNSHIP OF CHESTERFIELD

November 2, 2009

The meeting was called to order by Clerk Uglis at 7:00 p.m. in the Charter Township of Chesterfield Municipal Offices at 47275 Sugarbush, Chesterfield, MI 48047.

Present: Clerk Uglis, Treasurer Hartman

Trustees: Bell, DeMuynck, Ficht, Printz

Also Present: Deputy Clerk Wurmlinger, Township Attorney Seibert

Excused; Supervisor Lovelock

The meeting was opened with the Pledge of Allegiance and the posting of the Colors by the Anchor Bay High School ROTC.

Motion by Uglis, seconded by DeMuynck to appoint Trustee Printz to Chair the meeting.

Ayes: All

MOTION TO APPOINT TRUSTEE PRINTZ MEETING CHAIR

/APPROVED

Motion by DeMuynck, seconded by Hartman to approve the: 4A) Agenda as submitted and to remove item 4F from the consent agenda and add it to the regular agenda as item D. 4B) Approve the minutes of the Study Session Board Meeting of October 13, 2009 and the Regular Board Meeting of October 19, 2009. 4C) Approve the Payment of Bills as submitted by the Finance Department. 4D) Approve Technology Committee’s request to advertise and receive bids to lease up to six high volume copiers for the Municipal Building and DPW Building. 4E) Approve Assessing Department’s request to renew Apex Software annual maintenance contract at a cost of $1,110.00 effective December 1, 2009. 4G) Approve introduction and first publication of Ordinance #133, Administration of State Construction Code.

Clerk Uglis read into the record, Resolution #2009-18 in honor of retired Emergency Dispatcher Donna Irby.

WHEREAS, Donna Irby began her career with the Township of Chesterfield in January, 1985 as a full time Dispatcher for the Chesterfield Township Police Department with receiving badge #103.

WHEREAS, Donna Irby over the course of her career, demonstrated professionalism and competency in handling every type of call she

encountered while maintaining her composure during sometimes very stressful situations.

WHEREAS, Donna Irby received numerous commendations over the years. Within her 22 years of experience she took many calls, from receiving a 911 call from a female who had been shot by her husband, to assisting officers in a B&E, to barking dog complaints. Whatever the emergency was she did this in a calm and professional manner. Dispatcher Irby’s actions were in keeping with the highest traditions of the Police Department.

WHEREAS, Donna Irby’s last day of working for the Chesterfield Township Police Department was on February 15, 2009.

NOW, THEREFORE, BE IT RESOLVED that the Charter Township of Chesterfield Board of Trustees would like to extend their best wishes and sincere thanks for her 22 years of outstanding dedicated service and for her commitment to the Chesterfield Township Community. We wish her the best in her new endeavors and know that she will enjoy priceless time with her loved ones.

Resolution Declared Adopted.

Detective Scott Blackwell presented Ms. Irby with her badge and Trustee Printz presented her with the framed Resolution.

Clerk Uglis read into the record, Resolution #2009-17 in honor of retired Emergency Dispatcher Barbara Hutchins, posthumously.

WHEREAS, Barbara Hutchins began her career with the Township of Chesterfield in February, 1987 as a full time Dispatcher for the Chesterfield Township Police Department with receiving badge #108.

WHEREAS, Barbara Hutchins over the course of her career received many letters of Recognition. She was very dedicated and always showed professionalism and competency in handling every type of call she encountered while maintaining her composure during sometimes very stressful situations.

WHEREAS, Barbara Hutchins was not only a dispatcher, she was a wife, a mother, and a friend. Barbara Hutchins not only battled for the Police Department, she lost her own battle with Cancer. We lost Barbara on May 6, 2008.

NOW, THEREFORE, BE IT RESOLVED that the Charter Township of Chesterfield Board of Trustees would like to honor and say thank you to the family of Barbara Hutchins for her 22 years of outstanding, dedicated service and for her commitment to the Chesterfield Township Community. We would also like to present the badge of Barbara Hutchins to her family, retiring the number #108.

Detective Scott Blackwell presented the family of Barbara Hutchins with her retired badge and Trustee DeMuynck presented them with the framed Resolution.

Motion by Ficht, seconded by Bell to deny the DPW request to change the Water and Sewer billing from quarterly to bi-monthly effective January 1, 2010. (Postponed from October 5, 2009)

Nays: None MOTION CARRIED

Motion by DeMuynck, seconded by Uglis to approve Police Department’s request to renew membership with the Macomb County Criminal Justice Training Center for advanced police training.

Nays: None MOTION CARRIED

 

 

Motion by Hartman, seconded by DeMuynck to approve Police Department’s request to purchase 48 Raincoats and Hat Covers from the lowest quote, Allie Brothers Uniform, at a cost of $5,083.20.

Ayes: All

Nays: None MOTION CARRIED

Motion by Ficht, seconded by Hartman to approve Parks and Recreation Department’s request to print and mail the Winter/Spring Program Brochure to all Chesterfield mailing addresses at a cost not to exceed $5,332.14. The lowest quote is from Litho Printing Systems.

 

 

 

Lou Nigro, Joe Miller, Mark Miller, Tom Dunn, Don Markowski addressed the Board during Public Comments.

Motion by Printz, seconded by DeMuynck to adjourn the meeting at 8:20 P.M.
