Proposed MINUTES OF THE REGULAR BOARD MEETING

OF

THE CHARTER TOWNSHIP OF CHESTERFIELD

May 4, 2009

The meeting was called to order by Supervisor Lovelock at 7:00 p.m. in the Charter Township of Chesterfield Municipal Offices at 47275 Sugarbush, Chesterfield, MI 48047.

Present: Supervisor Lovelock, Clerk Uglis, Treasurer Hartman

Trustees: Bell, DeMuynck, Ficht, Printz

Also Present: Deputy Clerk Wurmlinger, Attorney Seibert

The meeting was opened with the Pledge of Allegiance led by Cub Scout Pack #372, Tiger Den.

 

MEETING OPENED

 

Motion by DeMuynck, seconded by Ficht to approve: 4a) The consent agenda as submitted. 4b) Approve the minutes of the Regular Board Meeting of April 20, 2009. 4c) Approve the Payment of Bills as submitted by the Finance Department. 4d) Approve DPW request to post and hire seasonal employees at Brandenburg Park for 2009 park season: 2 concession employees, 7 booth employees, 2 seasonal park employees, 1 storm water employee, all at an hourly rate of $7.50, and 2 Security guards at $10.00 per hour. Additionally the DPW would like authorization to occasionally recall a booth employee during the winter weekends to collect for Ice Fishing. 4e) Approve Clerk’s Office request for Used Car and Junkyard license renewals for Car Country, 49210 Gratiot; Conigliaro Motors, 46728 Gratiot; Michael Chevrolet, 29425 23 Mile Road; Milestone Motors LLC, 48470 Gratiot; Trubiano Motors, 50190 Gratiot; Victory Motors, 29169 23 Mile Road; Chesterfield Recycling, 27971 24 Mile Road; and G&T Surplus Resale and Auto Parts, 48475 Gratiot. The license fee is $125.00 and will expire May 15, 2010. 4f) Approve DPW request to contract with Gil Zook for an additional appraisal for the acquisition of property located at 24 Mile and Fairchild roads for the purpose of building a structure to accommodate a water meter connection with the City of Detroit’s water main. 4g) Approve Police Department request to purchase required updates for the Crash Data Retrieval System at a cost of $3,206.00.

Motion by Printz, seconded by DeMuynck to proclaim May 3 through May 9, 2009 as Municipal Clerks Week. Trustee Ficht read the following proclamation into the record.

WHEREAS, The Office of the Municipal Clerk, a time honored and vital part of local government exists throughout the world, and

WHEREAS, The Office of the Municipal Clerk is the oldest among public servants, and

WHEREAS, The Office of the Municipal Clerk provides the professional link between the citizens, the local governing bodies and agencies of government at other levels, and

WHEREAS, Municipal Clerks have pledged to be ever mindful of their neutrality and impartiality, rendering equal service to all.

WHEREAS, The Municipal Clerk serves as the information center on function of local government and community.

WHEREAS, Municipal Clerks continually strive to improve the administration of the affairs of the Office of the Municipal Clerk through participation in education programs, seminars, workshops, and the annual meeting of their state, province, county, and international professional organizations.

WHEREAS, It is most appropriate that we recognize the accomplishments of the Office of the Municipal Clerk.

Now, therefore, be it resolved that the Charter Township of Chesterfield, Macomb County, Michigan, Board of Trustees, do hereby recognize the week of May 3 through May 9, 2009, as Municipal Clerks Week, and further extend appreciation to our Municipal Clerk JANICE M. UGLIS and to all Municipal Clerks for the vital services they perform and their exemplary dedication to the communities they represent.

MUNICIPAL CLERKS WEEK PROCLAMATION

Presentation by the Parks and Recreation Commission recognizing the 2009 Easter Coloring Contest winners. Commission Chair Amy Zarate presented gift bags of art supplies to the following winners: Ages 1-3; Andrew Danna, Mikayla Fillinger, Gregory Vogt

Ages 3-5: Michael Fillinger, Audrey McBride, Adena Tanner

Ages 6-8; Alyssa Militello, Alexis Misany, Jenny Walsh

Ages 9-12; Amber Rubio, Brittany Rubio, Cassidy Walsh

 

 

 

 

 

Motion by Printz, seconded by DeMuynck to adopt the Fire Prevention and Protection Ordinance amending Chapter 38 adding Article V Fire/Rescue Call Reimbursement and Cost Recovery. (Summary: This ordinance amending chapter 38 Article V, Fire/Rescue Call Reimbursement and Cost Recovery, allows the establishment of fees to be charged for fire department services and to provide a method or methods for collection of such charges and exemptions for residents.)

MOTION TO APPROVE ADOPTION OF FIRE PREVENTION AND PROTECTION ORDINANCE /APPROVED

Motion by DeMuynck and seconded by Ficht to approve request by Larry and Jeff Miller of American Gymnastics to amend the Consent Judgment for Twenty Three Mile Square to permit gymnastics and similar activities at 52057 Sierra Drive, Chesterfield Township, Michigan 48047.

Ayes: All

Nays: None MOTION CARRIED

MOTION TO APPROVE CONSENT JUDGEMENT FOR TWENTY THREE MILE SQUARE FOR AMERICAN GYMNASTICS
